A 5th level Monster gets a challenge rating save of +3 (assuming it has no CON bonus) so needs a 5 to succeed (75% chance of success) - and most monsters have reasonable CON bonuses, so will probably succeed 95% or more of the time - after you have wasted an action. The only ability that should cause any real fear (at level 5) being the signature paralyzing gaze requires you to use your action on the first attack - to force a creature to make a DC 8 CON save.
